In practice
It requires a lawful basis for processing, such as consent or legitimate interest, clear information for people, and honouring their rights, such as access and erasure. It applies to people in the EU wherever you are based. Marketing emails are also covered by separate ePrivacy rules. This is a summary, not legal advice.

A list you upload for verification is personal data. Check the terms of any processor you use and delete files when you no longer need them.
