In practice
Consent can be express (the person agreed) or implied in limited cases that can expire, such as after a purchase. Messages must identify the sender and include a working unsubscribe. It can apply to mail sent to people in Canada from elsewhere. This is a summary, not legal advice.
Verification and sending
Verification checks whether an address can receive mail, not whether you have consent to send. Keep a record of how and when each person agreed.
