Email rate limiting

Receiving servers defer mail from senders that go too fast, answering with a temporary 4xx code. Sending platforms and APIs set their own limits too. Spread large sends over time and follow each provider’s published limits.

Verification APIs have limits as well. Use the file upload for large lists rather than thousands of single requests.
