Spam
Unwanted bulk email: mail sent to people who did not ask for it, as judged by recipients and mailbox providers.

In practice
What counts as spam is decided by the recipient and the provider, not only by the law. A message to people who asked for it is not spam; a message to people who never heard of you often is, even if it is legal where you are.

A verified address is not a permitted one. Permission and verification answer different questions.
