Newsletters and announcements are bulk email. Big mailbox providers publish requirements for bulk senders, usually covering authentication, easy unsubscribe and low complaint rates; check their current rules.
Bulk is a description of volume, not a judgement. Unwanted bulk email is spam.
Verification and sending
The larger the send, the more a small percentage of bad addresses costs you. Verify before every large send.
