Mail bomb
A flood of messages aimed at one inbox to bury it or knock it out.

In practice
It is often done by signing a victim’s address up to many mailing lists. Confirming each subscription by email, and limiting how often one address can be submitted, stops your forms being used for it.
Verification and sending
Verification at signup does not stop it, but double opt-in and rate limiting do.
