In practice
Email-related forms can be abused too, for example by submitting a victim’s address to many signup forms so their inbox is flooded. Rate limits and confirmation emails reduce it.
Verification and sending
Public forms and tools should limit requests per client. Confirming an address before subscribing it keeps your form from being used to flood someone.
