Email bounce handling

A common set: suppress a hard bounce immediately, retry a soft bounce a few times and then suppress it, and write the result back to the contact record. Review bounce reasons regularly for patterns such as one domain failing.

Verification lowers the number of bounces to handle, but you still need these rules for the ones that remain.
